Thirteen-year-old Justin has about had it with his sister and her friend. When he goes to the beach in Harbour Town, SC to blow off some steam, he comes across a shell necklace. The necklace ends up belonging to an underwater world full of mermaids and magic! When a British dolphin named Rovert mistakes Justin for a merboy (because of his necklace) he tries to take him to the mermaid colony. On their way to the colony, a mergirl, Cora, discovers his true human identity. Learning to push past stereotypes the three become friends just in time to face unexpected threats and problems together. Can the three find the courage to face their fears and stay faithful to their new friendship? Does danger hide in the shadows waiting for a chance to attack the new friends? Time is running out for Justin. Will he be trapped in this new underwater world forever?
