Enhanced descriptions from Syndetics:
This '80s follow-up to The Wizard of Oz is based upon two of L. Frank Baum's later Oz books. In Return to Oz (a version that may be a bit too scary for young children), Auntie Em sends Dorothy to a sanitarium where hopefully she will clear her head from all of the "Oz nonsense." This doesn't work, for soon Dorothy manages to return to Oz, but things have definitely changed. She finds her old friends turned to stone and discovers that the awful Nome King has taken over Oz. ~ Rovi

Dorothy, back in Kansas, can't stop thinking about Oz. She believes that her friends have sent her a key. Auntie Em, worried for Dorothy's health, takes her to a famous doctor who works miracles with electricity. Dorothy escapes from the mental hospital. When she awakes, she and a chicken named Billina find themselves in Oz. Dorothy tries to find her old friends in the Emerald City, but learns that they have all been transformed by the Nome King. And the evil witch Mombie wants Dorothy's head. It's up to Dorothy, Billina, and their new friends, Tik-Tok, Jack Pumpkinhead, and a Gump-thing to defeat Mombie and the Nome King and restore the rightful ruler of Oz to her throne.
